The grade of a student is a scale which determines students who need more improvement and require more assistance which will help teachers in guiding them towards their development. It also shows where students excel most so they can be honed and encouraged to continue their good work, improve more, and aim higher. At the end, it will be the reference for the judgment of whether a student can step up to a higher level of learning or remain to be polished.

From these reasons, it is clearly concluded how important it is to make sure that the grades of the Students are accurately calculated and safely stored in a well-founded database. Knowing grades especially at the end of the semester is the most awaited and most important part of individual student because it’s a way of measuring he’s/her performance whether he or she passes the subject or not. Unfortunately, the most common problem encountered by these students is the delay in releasing their grades. Of course, there are many factors affecting the delay of releasing their grades.

First, this is e due to the manual procedure in releasing the grades of the students. Secondly, automated grading system is present but it is designed locally and lastly, Professors are not uploading their grades to the system on time. Remember that we in Higher Education are mandated to improve efficiency in the delivery of services to our clientele. It is the obligation of the school or university to release the grades of the students immediately. Geographically, there are 2,180 HEIs in the country. 607 Public HEIs and 1573 Private HEIs.

Private HEIs are established under the Corporation Code and are governed by special laws and general provisions of this Code. Those under non-sectarian are duly incorporated, owned and operated by private entities that are not affiliated to any religious organization while those under sectarian are usually non-stock, non-profit, duly incorporated, owned and operated by a religious organization. Generally, private HEIs are covered by the policies, standards and guidelines (PSGs) set by CHED in terms of program offerings, curriculum, administration and faculty academic qualifications, among others.

Officials or owners of private HEIs usually manage their internal organizations and implement the PSGs formulated by CHED. Public Higher Education Institutions The State Universities and Colleges (SUCs) are chartered public higher education institutions established by law, administered and financially subsidized by the government. SUCs have their own charters. The Board of Regents (BOR) for state universities and a Board of Trustees (BOT) for state colleges maintain the formulation and approval of policies, rules and standards in SUCs.

The Chairman of CHED heads these boards. However, CHED Order No. 31 series of 2001 of the Commission en banc, also authorizes CHED Commissioners to head the BOR/ BOT of SUCs. Implementation of policies and management are vested on the president, staff, and support units of the public higher education institutions. The local universities and colleges (LUCs) are those established by the local government through resolutions or ordinances. LUCs are financially supported by the local government concerned.

A CHED Supervised Institution (CSI) is non-chartered public post-secondary education institution established by law, administered, supervised and financially supported by government. Other government schools (OGS) are public secondary and post-secondary education institutions, usually technical-vocational education institutions that offer higher education programs. In order to resolve this issue, most of the universities are using a grading system that will provide fast and accurate information of student’s grade.

But the problem with other schools is, their grading system is designed in a LAN-based setup. The students can only inquire for their grades if they will go to the registrar or their respective Colleges. Most of the students who are living far away from the school and cannot immediately inquire for their grades. Some of these are tired in going back and forth to the Registrar’s Office only to find out that their grades are not still found in the database. In other words, students are just wasting their time and money in going to school waiting for their grades.

With the help of this study, the students can now inquire their grades online and through SMS messaging using their cell phones. Internet and SMS messaging are integrated together to build a powerful grading system that can be accessed by the student anywhere, anytime here in the Philippines as long as telecommunication network is available.
